WEST DISTRICT
ILLINOIS ELKS ASSOCIATION

Bevevolent and Protective Order of Elks

PURPOSES

The Lodges of the Benevolent and Protective Order of Elks of the United States of America, the State of Illinois, and of the West District, in order to unite all Elks in closer bonds of fraternity; to promote the interests of the Order; to discuss the matters beneficial to the member Lodges; to foster the virtues of Charity, Justice, Brotherly Love and Fidelity, and to further patriotic devotion of American Principles of Government, do establish these by-laws for the West District.

ARTICLE I - NAME

SECTION 1.This organization, under the provisions of the Illinois Elks Association shall be known as:

WEST DISTRICT ILLINOIS ELKS ASSOCIATION

ARTICLE II - MEMBERSHIP

SECTION 1. The membership of this organization shall be the Lodges within the District as prescribed by the State Association.

SECTION 2. Each member Lodge shall be entitled to representation at all meetings of the District, whether regular or special, by the Exalted Ruler, and it's Secretary, and by one additional representative for each 100 members or major fraction thereof, as shown by its latest membership report to Grand Lodge.

SECTION 3. The representatives and an equal number of alternate representatives for each Lodge shall be elected at the same time of Lodge Officers or at any regular meeting of the Lodge prior to the Annual Meeting of the District, provided notice of each election is given by prior announcement at a preceding meeting of the Lodge. If the Lodge fails to elect representatives, they may be appointed by the Exalted Ruler. Appointed representatives shall hold office until successors are duly elected and installed.

SECTION 4. The Vice-President, Secretary, Treasurer, District Trustees and each representative shall be entitled to participate in the vote on all matters coming before the District. There shall be no voting by proxy.

SECTION 5. All past Vice-Presidents and past District Deputy Grand Exalted Rulers who are members in good standing of any member Lodge, and all members of standing committees of the District, during their tenure in office, shall be considered as and entitled to the privileges of a representative at a meeting of the District.

SECTION 6. Any Elk in good standing may attend any session of the District and shall be entitled to all privileges of a representative, except the right to vote.

SECTION 7. Honorary membership may be conferred upon any member of the Order for outstanding services or contributions to the Order, the State Association, or District;2 upon a majority vote of the representatives at the Annual Meeting. Any such member shall be entitled to all rights and privileges of a representative, except the right to vote or hold office.

ARTICLE III - MEETINGS

SECTION 1. The District shall hold its Annual Meeting during the month of April. A Fall Meeting shall be held in the month of August and the Winter Meeting in January. In addition, an Organizational Meeting shall be held in June. The time and place of all regular meetings shall be determined by the representatives at the Annual Meeting. Upon failing to do so, the Vice-President, with the consent and approval of the District Trustees, shall determine the time and place or both. If the good of the District demands it, the Vice-President shall have the power to change the time, place or both. Notice of the time and place of all meetings shall be given in writing to the member Lodges not less that sixty (60) days before the first day of said meeting, unless an emergency causes a change of time and place within such a period. In such event, notices of such change must be given promptly, but in no event shall a meeting be held on less that twenty (20) days notice.

SECTION 2. Special meetings of the District may be called by the Vice-President on not less than twenty (20) days notice to member Lodges in writing.

SECTION 3. Fifteen (15) duly accredited representatives form a majority of the Lodges within the District shall constitute a quorum.

SECTION 4. The vote required to pass on all matters coming before the District shall be by a simple majority of those present.

ARTICLE IV - REVENUE

SECTION 1. Each member Lodge shall pay annually to the District the following to finance the budget adopted at the Organizational Meeting:

One Dollar ($1.00) per each member on the Lodge rolls as of March 31 of that same year.
Three Hundred dollars ($300.00) for the District Hospitality Room at State Association meetings.
Twenty-Five dollars ($25.00) for the Grand Lodge Hospitality Room.

SECTION 2. Each Lodge shall make payment of its per capita dues and other annual charges by sending the same to the District Secretary who shall promptly pay the same to the District Treasurer.

SECTION 3. The annual charges shall be due or payable on or before the first day of September.

SECTION 4. Each person attending a District Meeting shall pay a registration fee of Eight dollars ($8.00).

ARTICLE V - BUDGET

SECTION 1. The proposed budget shall cover appropriations for each of the expenditures for which the District must or may provide out of monies known to be in the possession of the District or estimates on revenue to come into the District during the ensuing year.

SECTION 2. A preliminary budget shall be presented by the Senior Trustee at the Annual Meeting, showing estimated revenues and expenditures for the ensuing year. Said budget, in its final form, must be adopted by the Advisory Board and District representatives at the Organizational Meeting. After such budget has been adopted, all expenditures by the District must be kept within the limits of the appropriations therein made.

SECTION 3. When proposals are made for any expenditures in excess of the budget, such proposals shall be promptly referred to the Advisory Board for consideration and recommendations and then presented to the representatives for adoption at the next District Meeting.

SECTION 4. The District year, for the purposes of financial audit, shall end on April 30 and the District Secretary and District Treasurer shall immediately close the books and make them available to the District Auditing Committee for their audit.

SECTION 5. The funds of the District shall be kept in a bank approved by the Vice-President and District Treasurer and shall be paid out only by checks drawn by the District Treasurer, and countersigned by the Vice-President. In case of absence or temporary disability of the Vice-President, the Senior Trustee shall countersign. In case of temporary disability of the Senior Trustee, an Assistant Treasurer shall be designated to the bank by the Vice-President, and shall act until the return or removal of disability of the District Treasurer.

SECTION 6. The Vice-President shall be reimbursed for monies actually and necessarily spent in the interest of the District to the extent authorized by the budget. The District Secretary and District Treasurer shall be reimbursed for monies actually and necessarily spent for services to the extent authorized by the budget. No officer shall receive a salary and no one shall contract for any expenditures without the approval of the Vice-President.

ARTICLE VI - OFFICERS

SECTION 1. The elective officers of the District shall be a Vice-President, Senior Trustee and Junior Trustee. In addition, the Vice-President shall appoint a Treasurer and Secretary. A Chaplain, Sergeant-at-Arms, and Tiler shall be appointed from the Host Lodge for each District meeting.

SECTION 2. All Elks in good standing, in the Lodges comprising the District, shall be eligible to hold District offices, either elective or appointed; except that only Past Exalted Rulers shall be eligible to hold elective offices of Vice-President and Trustees.

SECTION 3. The Past District Deputies and Past Vice-Presidents residing within the jurisdiction of the District, shall constitute the District Advisory Board. The chairmanship of the Advisory Board shall be filled by election from this, and, by this Board. The term of the chairmanship shall be one (1) year with no terms being consecutive.

SECTION 4. The Elective Officers shall be nominated at the Winter Meeting and elected by the representatives assembled at the Annual Meeting. Candidacy for the office of Junior Trustee shall generally be offered to District member Lodges in the following rotation sequence, provided such Lodge has a qualified member who is willing and able to serve: Bloomington, Kewanee, Lincoln, Canton, Pekin, Macomb, Peoria, and Galesburg. A Lodge may exercise the option to pass on this candidacy offer, in which case the offer shall extend to the Next Lodge in the rotation sequence.

In case no candidate is available from the normal rotation sequence, it will be up to the Advisory Board to appoint a candidate for this office at its discretion.

SECTION 5. All officers shall take office upon installation at the Annual Meeting of the State Association and shall hold office for one (1) year or until their successors are elected, or appointed and qualified.

SECTION 6. Should a vacancy occur during the term of office of a District officer, the following will apply:

A. A vacancy in the office of Vice-President or Trustee shall be filled by the representatives of the District. Alternately, depending on the time period remaining in the term of office, the Advisory Board may elect to temporarily fill the vacancy with a Past District Deputy Grand Exalted Ruler. The name of said candidate shall be transmitted to the President of the State Association, who shall immediately transmit the name of said candidate to the State Association Board of Trustees for their approval.

B. Any vacancy in appointive office of the District shall be filled by appointment by the District Vice-President.

C. The Advisory Board, upon recommendation of the Vice-President, or on its own motion, shall have the power to remove any officer, elective or appointed, whenever the good of the District requires it. The order of removal must be in writing and shall be subject to review by the representatives at the next regular meeting of the District.

ARTICLE VII - DUTIES OF OFFICERS

VICE-PRESIDENT

SECTION 1. The Vice-President of the District shall be the Chief Executive Officer of the District.

SECTION 2. It shall be the duty of the Vice-President to preside at all District meetings, to call special meetings when necessary, appoint committee chairmen, have general supervision over all matters pertaining to the District and see that harmony is preserved among all Lodges within the District.

SECTION 3. It shall be the duty of the Vice-President to see that a continuous flow of communication exists between all Lodges in the District which covers the State or District business, meeting notifications, per capita dues notices and their collections, special collections and assessments.

SECTION 4. It shall be the duty of the Vice-President to see that the District Directories are printed and distributed at the earliest possible date.

SECTION 5. It shall be the duty of the Vice-President to assist and cooperate with the District Deputy during their tenure in office.

SECTION 6. It shall be the duty of the Vice-President to attend all meetings of the Illinois Elks Association and the Board of Director's meeting.

SECTION 7. It shall be the duty of the Vice-President, in cooperation with the Advisory Board to appoint officers and committee chairmen to serve the District. The District Vice-President will make sure that the Chairmen of these committees will have reports to present at each District meeting: Athletic Commission, Drug Awareness, Government Relations, Lodge Activities, Veterans Service and Youth Activities. The Vice-President must make themself aware of the responsibilities of these committees. If any of these District Chairs will be unable to attend the District Meeting, they will give their District Report to the Vice-President. The Vice-President will maintain regular correspondence with their assigned District Committee Chairs.

SECTION 8. The Vice-President may appoint such special committees as may be required.

SECTION 9. It shall be the duty of the Vice-President to follow the guidelines and duties as listed in the I.E.A Vice-Presidents Manual including overseeing the commissions and committees listed.

SECTION 10. The Vice-President shall report at the Annual Meeting of the Illinois Elks Association on the work of the District during their term in office.

SENIOR TRUSTEE

SECTION 1. It shall be the duty of the Senior Trustee to assist the Vice-President in the performance of their duties and to officiate at District Meetings in their absence.

SECTION 2. It shall be the duty of the Senior Trustee to be the Housing Chairman for the District and to make necessary reservations and cancellations for the Lodges of the District for all State Association Meetings.

SECTION 3. It shall be the duty of the Senior Trustee to present a proposed budget to the Advisory Board and District membership at the Annual Meeting.

SECTION 4. It shall be the duty of the Senior Trustee to follow the guidelines and duties as listed in the I.E.A. Senior Trustee Manual including overseeing the commissions and committees listed.

SECTION 5. It shall be the duty of the Senior Trustee to attend all District Meetings.

SECTION 6. It shall be the duty of the Senior Trustee to attend all meetings of the Illinois Elks Association and the Board of Director's meeting.

SECTION 7. The Senior Trustee will make sure that the Chairmen of these District Committees will have reports to present at each District meeting: Children's Care Corporation, Accident Prevention, Hoop Shoot, Insurance, National Foundation, New Lodge, and Scholarship. If any of these District Chairs will be unable to attend the District Meeting, they will give their District Report to the Senior Trustee. The Senior Trustee will maintain regular correspondence with their assigned District Committee Chairs.

JUNIOR TRUSTEE

SECTION 1. It shall be the duty of the Junior Trustee to assist the Senior Trustee and Vice-President in the performance of their duties and to officiate at District Meetings during both their absences.

SECTION 2. It shall be the duty of the Junior Trustee to accept and execute all assignments given them by the District Vice-President to the best of their ability.

SECTION 3. It shall be the duty of the Junior Trustee to promote and maintain the Inter-Lodge Hospitality Room at all State Association meetings in a convenient and accessible location.

SECTION 4. It shall be the duty of the Junior Trustee to follow the guidelines and duties as listed in the I.E.A. Junior Trustee Manual including overseeing the commissions and committees listed.

SECTION 5. It shall be the duty of the Junior Trustee to attend all District meetings.

SECTION 6. It shall be the duty of the Junior Trustee to attend all meetings of the Illinois Elks Association and the Board of Director's meeting

SECTION 7. The Junior Trustee will make sure that the Chairmen of these District Committees will have reports to present at each District meeting: Newsette/Publications Corporation, Americanism, Credentials, Easter Bunny, Soccer Shoot, Indoctrination, Investigation, Lapsation, Membership, and Ritual. If any of these District Chairs will be unable to attend the District Meeting, they will give their District Report to the Junior Trustee. The Junior Trustee will maintain regular correspondence with their assigned District Committee Chairs.

APPRENTICE TO JUNIOR TRUSTEE

SECTION 1. The candidate for Apprentice to Junior Trustee shall be selected from the next Lodge in rotation of Officers in the District, as per Article VI, Section 4 of the West District by-laws.

SECTION 2. It shall be the duty of the Apprentice to Junior Trustee to assist the Junior Trustee in the organization, set-up, tear down, and managing of the Inter-Lodge Hospitality Room at all State Association meetings.

SECTION 3. The candidate for Apprentice to Junior Trustee must be a current Exalted Ruler or Past Exalted Ruler, and a member in good standing in the Order.

SECTION 4. The candidate for Apprentice to Junior Trustee must have chaired or is currently chairing a standing committee of the District or State Association.

SECTION 5. The candidate for Apprentice to Junior Trustee must have a recommendation from their Lodge approving the member for candidacy, and must be received by the Advisory Board by the Mid-Winter Meeting in January.

SECRETARY

SECTION 1. It shall be the duty of the Secretary to keep a true record of all proceedings of the District, preserve all books and documents, receive all monies paid into the District, and promptly pay the same to the District Treasurer, taking their receipt thereof, and perform such other duties as are properly required of them by the Vice-President to the best of their ability.

SECTION 2. The Secretary shall furnish each member Lodge, District Officer, District Sponsor, and the Illinois Elks Association President and Secretary, a copy of the minutes of each meeting.

SECTION 3. It shall be the duty of the Secretary to follow the guidelines and duties as listed in the I.E.A. Secretary Manual.

SECTION 4. It shall be the duty of the Secretary to attend all District meetings.

SECTION 5. It shall be the duty of the Secretary to attend all meetings of the Illinois Elks Association, if possible.

TREASURER

SECTION 1. The Treasurer shall receive and have custody of all monies belonging to the District and shall pay out money of the District only on proper warrant drawn by the Treasurer and countersigned by the Vice-President. They shall present a report of their office, including the financial condition of the District, at each District meeting.

SECTION 2. It shall be the duty of the Treasurer to follow the guidelines and duties as listed in the I.E.A. Treasurer Manual.

SECTION 3. It shall be the duty of the Treasurer to attend all District meetings.

SECTION 4. It shall be the duty of the Treasurer to attend all meetings of the Illinois Elks Association, if possible.

SERGEANT-AT-ARMS

SECTION 1. The Vice-President shall appoint a Sergeant-at-Arms, who shall execute the orders of the Vice-President, assist in preserving order, and perform such other duties as are properly required of them.

CHAPLAIN

SECTION 1. The Vice-President shall appoint a Chaplain, who shall perform such duties as properly required of them.

TILER

SECTION 1. The Vice-President shall appoint a Tiler, who shall have charge of the doors of the hall in which the meetings are held and shall perform such duties as properly required of them.

THE ADVISORY BOARD

SECTION 1. The Advisory Board shall advise the Vice-President, other District Officers and District Committee Chairs on matters for the general good and welfare of the District.

SECTION 2. The Chairman of the Advisory Board or a representative shall report to the membership at each District meeting on such matters as he deems necessary.

SECTION 3. It shall be the duty of the Chairman of the Advisory Board to preside over all Advisory Board sessions as called by themself or the District Vice-President.

SECTION 4. It shall be the duty of the Chairman of the Advisory Board to orientate all District Officers at the April meeting and to see that the by-laws of the District are properly adhered to.

ARTICLE VIII - APPOINTIVE COMMITTEES

SECTION 1. The District shall have standing committees as designated by Article VIII, Section 29, of the Constitution of the Illinois Elks Association and in addition thereto, the District shall have a Meeting Site Committee and a Elks and Citizen of the Year Committee.

SECTION 2. Each committee shall consist of one or more members appointed by the Vice-President, one of which shall be designated as chair.

SECTION 3. The Vice-President shall appoint such special District committees as deemed necessary.

SECTION 4. The Vice-President shall have the power, at their discretion, to remove any District committee member who fails to perform their duties.

SECTION 5. The members of all standing or special committees shall be appointed for one year, or until the end of the District Year.

SECTION 6. It shall be the duty of each committee chair to supervise and assist each Lodge within the District to conduct programs toward improving Elkdom within the District.

SECTION 7. It shall be the duty of each committee chair to report on the progress of their committee at each District Meeting and as requested by the Vice-President. Such reports must be in writing with a copy submitted to the District Secretary a minimum of 14-days prior to the District Meeting.

SECTION 8. It shall be the duty of each committee chair to attend all District meetings and all meetings of the Illinois Elks Association.

SECTION 9. Following the Organizational Meeting in June, the District Chairmen will contact their respective Lodge Chairmen to inform them of the State Association and District goals for their committee and offer any assistance as may be required. After contacting their Lodge Chairmen, the District Chairman should report to their supervisory District Officer on the status of their Lodge Committees. In the event that no Lodge Chairman is appointed to the committee, the District Chairman shall contact that Lodge's Exalted Ruler and inform them of the goals of the State Association and District, as well as encourage them to find an appointment for that committee.

SECTION 10. The District Chairmen will check on their Lodges as necessary to ensure Lodge Committees are properly fulfilling their duties, reporting their results as necessary to the Vice-President and District.

ARTICLE IX - RULES OF ORDER

SECTION 1. All parliamentary practice in conducting business of the District shall be governed by Robert's Rules of Order.

ARTICLE XI - AMENDMENTS

SECTION 1. Amendments to the by-laws may be presented only in writing at any regular District meeting. Proposed amendments shall be filed with the Secretary and Chairman of the Advisory Board and shall be referred to a committee on by-laws to be appointed by the Chairman of the Advisory Board. The committee will report to the District, at the same session if possible, but not later than the next District meeting. Such amendments shall be considered upon the report of the committee under New Business. Each Amendment shall be acted upon separately and a two-thirds (2/3) affirmative vote of the accredited present shall be required for the adoption of any amendment. Amendments shall become effective upon their adoption and subsequent approval by the Committee on Judiciary of the Illinois Elks Association.

SECTION 2. If any Article or part thereof is in violation of the Illinois Elks Association Constitution and Statutes, any such Article or part thereof shall be void.

REVISION DATES

January 7, 2024 -- Corrected scrivener errors, duplicative wording and other inconsistencies. Most presumed caused by perpetual changing of the printer and the re-typesetting for printing.

Art.I - Membership. Sec.3: Changed appointed representatives to specify elected "and installed".

Art.IV - Revenue. Sec.1: Moved last sentence to new Sec.3. Removed "per Lodge" from Sec.1B. Move Sec.1D to new Sec.4.

Art.VI - Officers. Sec.6A: Rewrote section to remove confusing text.

Art.VII - Duties of Officers. For Vice-President, Senior Trustee and Junior Trustee: 1) Changed from strictly masculine to gender neutral terms (his/him to their/them et al). 2) Sec.7: Removed charge for Committeemen contacting their local lodge chairmen.

Art.VIII - Appointive Committees. 1) Sec.7: Specified term of a minimum of 14-days requirement for committeemen to send District Secretary their reports. 2) Added charge removed from Art.VII Sec.7 to this as 2 new Sections (9 & 10.)

January 5, 2025 -- Corrected Hospitality Activity fee.

Art.IV - Revenue. Sec.1B: Changed Hospitality Activity fee from $225.00 per Lodge to $300.00 per Lodge.
